In the game, it's currently available only to Bungie employees and select tournament winners and other honorees. But now, thanks to Halo Points, you can finally have Recon. This set includes a Recon helmet, chestplate, and both shoulders for your favorite Spartan figure, in bright "team one" red. Spartan figure not included.
